Each playbook states what KIIRAAY can prepare now. Candidacy criteria, calendars, thresholds, majorities, lists, and seats must come from dated and approved legal configuration.

Presidential

Test organization, training, polling-location coverage, and logistics across every region. Candidacy, sponsorship, and majority rules stay outside the calculation pending legal approval.

02List readiness

Legislative

Assess the capacity to train representatives, document polling locations, and consolidate incidents. Every seat or coalition formula remains locked.

03Inter-municipal coordination

Departmental

Identify coordination, transport, and training needs at departmental level without inferring electoral support.

04Local capacity

Municipal & mayoral

Prepare municipal teams, issue listening, and polling procedures. The direct-election change under Law No. 2021-38 is referenced, while configuration awaits approval of consolidated law.
